DLA is seeking information to determine if industry has the capability to transition DLA ERP from the Defense Information Systems Agency (DISA) to a cloud environment at Impact Level Four (IL-4) with minimal to no service interruption or downtime to the user community.  In addition, DLA is seeking information to determine feasibility of returning our customized legacy applications and processes to align with industry standards (ERP software solution and business processes) to meet DLA’s required capabilities in preparation for transition to SAP S/4HANA.  The solution should include a framework for the migration of existing applications from on premise to cloud environment, as well as assessing customizations and shifting to industry standard capability where possible.   The migration and standardization frameworks should include methodologies, technical requirements, assessments, and processes to determine DLA’s ERP suitability for cloud hosting.  Cost estimates, which may include re-factoring, re-hosting, re-platforming, or re-purchasing, are non-binding, are not rated on comprehensiveness, and are to be used for informational purposes only.  The solution should identify current technologies for enabling automation and gaining efficiency within the migration process.
