The curriculum shall include (3) three modules covering (3) three natural disaster scenarios and (5) five objectives that the desk officer needs to master in order to act independently as desk officer. The curriculum shall be structured to enable the training to produce APHIS and partner agency employees who can serve as ESF 11 desk officer with confidence and skill; Hold a 3-day scenario-based training pilot course for ESF 11 Desk Officers to enable a cadre of APHIS and partner agency employees to operate an ESF 11 desk independently during an ESF 11 activation.
The curriculum shall cover:
Three (3) scenarios (hurricane, flood, earthquake) and (5) five objectives (Action Request Forms, Mission Assignments, serving as an information-resource to employees assigned to ESF 11 for an activation, briefing senior level officials at FEMA and USDA under stressful circumstances, and filling out Incident Command System forms quickly and effectively).

Assistance in delivery of the Desk Officer Training Academy Pilot July 14 - 18, 2010,

A "hot wash", a review of the training upon completion shall be conducted by the instructors and includes participation from the students, facilitators, observers, etc. An after Action Report shall be written based on feedback and experience during the pilot to update the materials,
The purpose of this sources sought is to determine the interest of qualified businesses AND capable of providing the service.
Companies responding to this sources sought notice shall submit a statement of capabilities. Failure to submit a statement of capabilities will not prevent a company from being eligible to submit a proposal.
The capabilities statement shall be sent via email to [email protected], in the following format:
1. Cover page with company name, address, DUNS number, point of contact with phone number and email address
2. Evidence of expertise in:
a) Experience Teaching ESF-11
b) Experience with NIMS, NRF, HSEEP
c) Knowledge of Incident Command as it relates to Agriculture
d) Experience with scenario-based training development and delivery
e) Availability to begin work immediately and capable of meeting the deliverable deadlines

A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
