Pursuant to FAR 6.302-1(a)(2)(ii)(A)&(B), the Department of Commerce (DOC)/Enterprise Services intends to negotiate a sole source, firm fixed price purchase order to purchase renewal annual maintenance, which includes upgrades and software support, of the existing Environmental Systems Research Institute, Inc. (ESRI) ArcGIS software already in place at the National Telecommunications and Information Administration (NTIA) (since 2008). This software ingests and manipulates imagery and geospatial data for the purpose of map creation, both physical and digital. The ArcGIS licenses are in support of both the Broadband USA program and the Propagation Modeling Website (PMW) project within NTIA and in connection with National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS). This ArcGIS software is proprietary and only available from ESRI. Therefore, upgrades and maintenance to the existing system can only be acquired through ESRI. This acquisition will result in a firm fixed price purchase order in the amount of $12,032.00.
The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
