To fulfill the agency's requirements, this effort will be procured, without full and open competition, under the authority of 10 U.S.C. 2304 (c) (1) from the only qualified source capable of performing the work without duplication of costs and unacceptable delays. NAVSEA intends to issue a solicitation to BAE Systems San Diego Ship Repair (BAE SDSR), 2205 E Belt St., San Diego, CA 92113 for procurement of the Execution Planning and Accomplishment under the existing DDG-51 Class Multi-Ship, Multi-Option (MSMO) contract N00024-11-C-4408, while the new Surface Ship Maintenance, Repair and Modernization Contract Strategy is being implemented. This allows for seamless, uninterrupted support, thereby avoiding unacceptable delays, during the Navy's transition to a new contract strategy. BAE SDSR is currently the provider of execution planning and accomplishment for DDG-51 Class Dry-Docking and Non Dry-Docking Availabilities in the San Diego, CA homeport and holds the resource loading capabilities to accomplish the execution planning and accomplishment of the DDG 101 DSRA. The Government intends to extend the period of performance under the current Multi-Ship, Multi-Option (MSMO) contract N00024-11-C-4408 with BAE SDSR only to this explicitly limited extent. The latest option exercise date for accomplishment of DDG 101 will be extended to the start of the availability, which is anticipated to commence on October 2015.
