The Naval Sea Systems Command (NAVSEA) has a requirement to complete the Execution Planning and Accomplishment of the Selected Restricted Availability (SRA) for the USS ANCHORAGE (LPD 23) home-ported in San Diego, CA.  The period of performance of the contemplated Execution Planning will be from February 2015 until February 2016, and the accomplishment of the CNO Scheduled USS ANCHORAGE (LPD 23) SRA will be from February 2016 until June 2016.  The Execution Planning requirements include performance of Production Engineering Support, Production Planning, Procurement, Manning & Production Analysis, and Production Work Integration necessary to prepare for the CNO Availability.  Accomplishing the SRA requirement includes all the necessary management, technical analysis, procurement, production, testing and quality assurance necessary to prepare for and accomplish the repair and alteration of the USS ANCHORAGE (LPD 23).



To fulfill the agency's requirements, this effort will be procured, without full and open competition, under the authority of 10 U.S.C. 2304 (c)(1) from the only qualified source capable of performing the work without unacceptable delays.  NAVSEA
intends to issue a solicitation to BAE Systems San Diego Ship Repair (BAE), 2205 E Belt St, San Diego, CA 92113 for procurement of the Execution Planning and Accomplishment under the existing LPD-17 Class Multi-Ship, Multi-Option (MSMO) contract N00024-10-C-4407.  As the holder of the LPD-17 Class MSMO contract, BAE is currently the sole provider of execution planning and accomplishment for LPD-17 Class Availabilities in the San Diego, CA homeport.  At the time of contract award, LPD 23 was expected to have a SRA in FY14; however, the actual commissioning date and Post Shakedown Availability resulted in a delay of the SRA which has shifted to February 2016.  The Government intends to extend the period of performance under the current Multi-Ship, Multi-Option (MSMO) contract N00024-10-C-4407 with BAE by revising the existing LPD 23 Execution Planning and Accomplishment CLINs from an FY14 requirement to a FY16 requirement.  Thus, this does not add work of a nature that is beyond what was originally solicited under the LPD-17 Class MSMO contract N00024-10-C-4407.  The latest option exercise date for accomplishment will be extended from 15 February 2014 to the start of the availability, which is expected to commence on 22 February 2016.
