SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

SLAC National Accelerator Laboratory has a requirement for the following item(s) listed.

1.) Exit Slit System, QTY. 1

Technical Evaluation Factors to meet as described below:
FACTOR 1 - Delivery Date: Offeror to deliver by December 1, 2019. Early delivery is desired if possible without impacting the technical deliverables.

Submittal Requirement:
Provide a design, fabrication, assembly and test schedule to show that the desired delivery date can be met.

FACTOR 2 - Ability to Meet the Technical and Tolerances requirements set-out in the ESD and all applicable documents referenced therein.

Submittal Requirement:
Offeror shall submit with their Quote either - (1) A statement that they acknowledge and/or accept (can meet) each section & sub-section of the ESD.
The offeror should elaborate on their ability to meet the requirements in the ESD by providing conceptual design sketches and/or descriptions of the mechanisms they intend to use.
In particular, it must be clear how the offeror want to meet the requirements for:
a) Slit aperture tolerance
b) Slit pitch motion
c) Anti-collision of the blade

FACTOR 3 - Past Performance: Offeror will be evaluated for successful completion and delivery of systems with similar size and complexity in the last 2 years.

Submittal Requirement:
Offeror shall submit documentation of prior manufacturing and test plans for at least 3 similar/comparable systems. The Offeror will provide at least 3 references, from at least 2 different laboratories, and 3 different final users, of recent contracts they executed (past 2 years). These references may be queried by the University regarding the Offeror's ability and competency in planning, manufacturing, quality assurance, testing, and delivery performance in executing their subcontracts.


Source selection will be based on Lowest Priced Technically Acceptable method.

The bid closing date for this requirement is May 14, 2019 @ 5PM PST.

Buy American Act Certification (BAA) applies to item(s) that are over $10,000/unit

Representations & Certifications Rider is required. Once completed the Reps and Certs is valid for one year until renewal. If you have already completed one within the year please disregard. Otherwise, please complete and return.

All subcontractors are required to register in the System for Award Management (www.sam.gov).

This solicitation falls under the reporting requirements of E-Verify. Within thirty (30) days of award of a Subcontract the awardee must provide proof of enrollment in the E-verify Program. If proof of enrollment is not received within the specified timeframe the subcontract may be subject to cancellation. The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Non-Commercial Services-Supplies (Aug 24, 2017) will be made a part of the resulting order.
