The solicitation number is SPE8E6-14-R-0008 and will be issued unrestricted. The solicitation will provide for a minimum of two contracts. The resultant contracts will contain a two (2) year base period and three (3) option periods of one (1) year. The contract maximum will be $500,000,000.00.

Delivery will be FOB Origin. The Government required delivery schedule is 30 days after date of order. A Government First Article Test will be required and the appropriate clauses providing the details will be included in the solicitation. The Berry Amendment and Restriction on Acquisition of Certain Articles Containing Specialty Metals clauses applies.

FAR Part 15 Contracting by Negotiations procedures will be utilized. Lowest Price Technically Acceptable in accordance with FAR 15.101-2 will be the source selection approach. Numbered Note 26 applies.

This is NOT a Request for Proposal, Request for Quote, or Invitation for Bid. The Government is in no way obligated to purchase any material as a result of this notice.

The estimated release date of the solicitation is April 29, 2014. The date is subject to change. A copy of the solicitation will be available through DLA Internet Bid Board System (DIBBS), https://www.dibbs.bsm.dla.mil/. All responsible sources will be able to submit a proposal which will be considered by DLA Troop Support.
