PROPOSED SOLE SOURCE SOLICITATION: Woo-Jun Yoon

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2)(i). Proposed source is Woo-Jun Yoon. (CAGE: 5SGD4 , NAICS: 541712). This notice of intent is not a request for competitive quotations: however, all quotations/responses received within TEN (10) days of issuance of this notice will be considered by the Government. Further determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The 88th Contracting Squadron, Wright-Patterson Air Force Base, Ohio intends to award a firm-fixed-price contract for the following requirement:

CLIN 0001: Scientist/Engineer to perform research and development in the area of experimental semiconductor physics and devices for the purpose of developing next generation infrared optoelectronic devices.

The user requires a scientist/engineer to carry out optical and electrical characterization studies of as-grown undoped, n- and p-type Ge1-ySny and Ge1-x-ySixSny alloys for the development of a next generation optoelectronic devices operating at long wavelengths in the infrared (IR) range, which includes IR light sources, photodetectors, optoelectronic integrated circuits, and electronic devices. This research project requires extensive knowledge in optoelectronic and electronic device designs, testing, and processing technologies as well as various characterization technologies such as Hall-effect, deep level transient spectroscopy, electroluminescence, and photoluminescence measurement techniques. The total services to perform this task will require about 1,760 hours (44 weeks).
