This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures.  This is a Notice of Intent.  This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued.

The announcement number for this acquisition is NIH-OD3897304-3915891, and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1)  Only one responsible source and no other supplies or services will satisfy agency requirements.  The anticipated award date is September 4,2015. This acquisition will be processed under Simplified Acquisition Procedures (SAP).  The associated North American Industry Classification System (NAICS) Code is 423450 which has a size dollar standard of 100.

The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institute of Nursing Research intends to procure on a sole source basis from  Nanostring Technologies for consumables for the nCounter Analysis System.

The nCounter Analysis System enables the highly sensitive detection and quantification of gene expression from a variety of sample types including direct measurement from purified total RNA,cell and tissue lysates, and RNA extracted from FFPE samples, and whole blood. The system may now be used for miRNA studies,copy number variation and protein studies.NINR obtained the nCounter in FY15 and now needs compatible consumables specific to this piece of equipment.

Nanostring is this sole provider of the compatible consumables, miRNA Expression Assays, RNA/Protein Assays and the nCounter Master Kit.The miRNA Expression and RNA/Protein Assays are the only products capable of highly mutltiplexed,direct digital detection and counting of RNA and Proteins in a single reaction without amplification. The nCounter Master Kit provides all the consumables and reagents needed by NINR to perform any Nanostring assay and they are specifically designed to perform reliably on the nCounter Analysis System.

This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted.
