Request for Proposals (RFP) for Professional Architectural/Engineering services For Roofing and Waterproofing Improvements at the Mary Elizabeth Inn 1. INTRODUCTION The Mary Elizabeth Inn (MEI) is a non-profit public benefit organization that operates the supportive housing programs for women at The Inn, and at the Hotel Verona. More Information about the mission and purpose of the Mary Elizabeth Inn (MEI) is located at: https://meinn.org/ MEI has been awarded a capital Grant by the Mayor’s Office of Housing and Community Development (MOHCD) to provide needed repair and upgrades to the building Roofing and various other repairs to the roof and exterior for our main facility located at 1040 Bush Street, San Francisco, CA 94109 MEI is seeking proposals for Architectural/Engineering consulting services related to providing Permit and Bid Documents for Removal and Replacement of Roof membrane, walking pads, flashing and drainage; repairs to the drainage systems at exterior balconies. The selected firm will work with Mary Elizabeth Inn staff to: a. Prepare, with consultant engineer, an evaluation/analysis of the current condition of the systems and proposed improvements and estimated costs to establish work scope. b. Assist with prioritization of work scope with MEI staff c. Provide estimated cost and timeframe for (construction) scope of work. d. Coordinate and provide documents and procedures as required under the MOHCD Capital Implementation Manual (CIM), see appendix. e. Production of calculations and documents necessary for permit, bid and construction. f. Assist with Contractor Bid process and Construction Administration. 2. BACKGROUND The Mary Elizabeth Inn is a 28,315 SF, 4 story over partial basement and rooftop penthouse, building of Type III concrete/Steel construction. Parcel size is 9,453 SF with the building occupying the entire lot. Built in 1913 – Zoned RC-4 Residential-Commercial/High Density with a 65-A Height/Bulk limit. Listed as 88 Units the facility provides Housing (SRO) as per the original use: ‘Young Working Women’s Lodging’ with shared community bathing and kitchen/Dining facilities. Site is designated A-Historic Resource Present, but with no specific Historic Designation assigned. Note: Records indicate this to be a Julia Morgan designed building. There is no on-site parking provided. Building has full Fire Sprinkler/Fire Alarm systems and received ADA improvement-upgrades in 2002. Access is provided by a combination of ramps, Lift and central elevator. First Floor/Basement has perimeter concrete foundation with concrete structure/framing. Basement contains main commercial Kitchen, Dining area, multi-purpose room, storage and utility spaces including the hydronic heating and water distribution systems. Second Floor, located approx. 10’ above sidewalk grade, consists of Main Entry/Reception, offices, Lounge, and units. Floors three and four consist of units and shared community facilities. Roof/Penthouse consists of a large community ‘Sun Room’ with separate Laundry room. 3. RFP REQUIREMENTS a. RFP Instruction and Details MEI will be accepting proposals for providing the analysis and implementation of the above work until 5:00 PM on Wednesday December 30, 2020 by mail or via email ONLY, as indicated below: Location: Mary Elizabeth Inn 1040 Bush Street San Francisco, CA 94109 Attention: Dion Roberts, Executive Director Email: [email protected] Any proposal received at the designated location after the required time and date specified for receipt shall be considered late and non-responsive. Any late proposals will not be considered. b. Proposals shall include: i. Fee proposal for scope of work as described in this RFP ii. Firm Hourly Fee rates iii. Description of experience with similar projects and processes. iv. Resumes of person who will be directly responsible for the work. c. Professional Requirements: i. Possession of an active current Architectural, Engineering California Professional License ii. Possession of liability insurance ( Errors & Omissions) of at least $ 1,000,000 iii. Experience with evaluation and installation/repair of Roofing and Waterproofing systems. iv. Compliance with MOH Required Subcontracting Provisions (see Appendix) Note: Owner Architect Agreement to be by AIA B201-2017. v. Compliance with MOHCD –Article 20 for Professional Services (see Appendix) d. Site Visit Interested design and consultant professionals should review the attached documents and photographs. Site visit is not mandatory however it is highly recommended to become familiar with the building layout, operations and condition of systems. Due to current Department of Public Health –Coronavirus Health Directive protocols will be strictly observed. Face coverings, contact questionnaire/temperature testing, social distancing and limited group size of (4) maximum will be required. Walk-throughs may be by scheduled reservation ONLY.
