Notice of intent to extend a sole source contract: This synopsis is being issued in accordance with FAR 5.201 and 5.203. The Department of the Air Force, Air Education and Training Command (AETC) intends to extend the ordering period by two years, for the current Foreign Military Sales firm fixed price, sole-source contract FA300213D0012 with Boeing Global Services , St. Louis, MO 63166, F-15SA original equipment manufacturer (OEM), for continuation of essential OCONUS F-15SA aircrew training services. This extension will be awarded using Other than Full and Open Competition procedures citing the authority at 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” No other source would be fully operational in the Kingdom of Saudi Arabia to prevent a gap in critical F-15SA pilot and weapon system officer (WSO) training, with full redevelopment of courseware being required, estimated development is nine to twelve months.

The schedule of performance of the extension will be 01 January 2022 to 31 December 2023. At this time there is no requirement for a follow-on contract.

The contractor shall provide pilot and WSO training and associated support of the Royal Saudi Air Force’s (RSAF) F- 15SA aircraft. The contractor shall train the aircrew students to independently operate aircraft systems, subsystems and related support equipment. Training shall consist of hands-on operational training using operational RSAF aircraft. The NAICS code for this acquisition is 611512, with a size standard of $27,500,000.00. Foreign ownership or control is not permitted at the prime contractor level.  All responsible sources (domestic prime contractors) may submit a capability package, which shall be considered by the agency.  Any prime contractor company who believes itself capable to provide the aforementioned OCONUS, training services, to begin on 1 January 2022, must submit a capability package in writing. Capability packages must clearly demonstrate that the prime contractor can provide for all necessary courseware w/pre-approval for foreign disclosure, current valid work visas, permits, IQAMA, medical clearance, secure housing, transportation, medical, administrative, and personal support services to ensure no break in service.

This Notice is NOT a request for proposal(s) and the Government will not be responsible for any costs incurred by responding to this notice.
