Notice of Intent to award a sole source bridge contract: This synopsis is being issued in accordance with FAR Parts 5.201 and 5.203. The Department of the Air Force, Air Education and Training Command (AETC) intends to negotiate and award a Foreign Military Sales firm fixed price short-term, sole-source contract to Boeing Global Services Air Force Training and Professional Services – Contracts, St. Louis, MO 63166, F-15SA original equipment manufacturer (OEM), for continuation of essential OCONUS F-15SA aircrew training services commencing 1 January 2022. The proposed bridge contract results from delays caused by litigation currently pending before the Armed Services Board of Contract Appeals (ASBCA) regarding government usage of previously delivered F-15SA courseware. This bridge contract will be awarded using Other than Full and Open Competition procedures citing the authority at 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” No other source would be fully operational in the Kingdom of Saudi Arabia to prevent a gap in critical F-15SA training, with full redevelopment of the disputed courseware being required. The bridge contract period of performance will be for OCONUS/in-Kingdom of Saudi Arabia for a twelve (12) month base period, commencing on 01 January 2022. In addition, AETC will include one 12-month option period in accordance with FAR 52.217-9, Option to Extend the Term of the Contract. This Notice is NOT a request for proposal(s) and the Government will not be responsible for any costs incurred by responding to this notice. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Foreign ownership or control is not permitted at the prime contractor level. Any prime contractor company who believes itself capable to provide the aforementioned OCONUS, training services, to begin on 01 January 2022, must submit a capability package in writing. Capability packages must clearly demonstrate that the prime contractor can provide for all necessary courseware w/pre-approval for foreign disclosure, current valid work visas, permits, IQAMA, medical clearance, secure housing, transportation, medical, administrative, and personal support services to ensure no break in service. The NAICS code for this acquisition is 611512, with a size standard of $27,500,000.00. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received by the due date will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations.
