The Air Force is in the process of preparing a Justification and Approval document to gain the required approval to issue a sole source request for proposal to EFW, Inc, Fort Worth TX.

Statutory authority is 10 USC 2304(c) (1), Justification: Supplies (or Services) require are available for only one or a limited number of responsible source(s) and no other type of supplies or service will satisfy agency requirements. The proposed contract action is for the support and repair of the NSN assets listed above, for which the government intends to solicit and negotiate with only one, or a limited number of source(s) under the authority of FAR 6.302-1: Only one responsible source. It is considered that EFW Inc, Fort Worth has the requisite skills, equipment, capabilities, system expertise, and resources to accomplish the required repair of these items.

The engineer has determined that only sources that have met qualification requirements will be considered to perform this repair. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements; (2) employees with satisfactory qualifications to perform the work; and (3) the necessary equipment, facilities, and material or the ability to obtain them to appropriately repair the Advanced Avionics assets listed above.

This notice is a sources sought notice, and is not a request for competitive proposals, quotations or an invitation for bid. Response is voluntary and the Government assumes no liability to reimburse contractors for either the effort or the associated costs to respond, or for any information provided. These costs remain solely the responsibility of the responding contractor. Information provided will be used solely for acquisition planning and market research purpose in determining the competitive atmosphere for this requirement.

This request for sources sought information does not constitute a commitment, implied or otherwise, that a procurement will be accomplished and responding to this request in no manner guarantees a contract will be awarded to the respondent. The information provided is to the best of the Government's knowledge of plans, desires, and general situation as it exists at this time. This requirement is in the acquisition planning phase and, therefore, all information is potentially subject to change.
