The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a modification to the Firm Fixed Price (FFP) Delivery Order 0007 under Basic Ordering Agreement (BOA) N00019-09-G-0002 to Delex Systems, Incorporated. This modification is to incorporate additional updates to the F-16 Harpoon Engagement Training Aid (HETA), as well as applicable technical data for the training.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Delex has a unique knowledge base of the F-16 Harpoon Engagement Training Aid (HETA), as a result of its design, development, and modification of these systems. Accordingly, Delex is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Delex at the following address: Delex Systems, Incorporated, 1953 Gallows Road, Suite 700, Vienna, VA 22182. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DOD's Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
