Contracting Office AddressDepartment of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, SSMC4 - Room 7601/OFA61 1305 East West Highway, 7th Floor, Silver Spring, MD, 20910 Description The U.S. Department of Commerce/National Oceanic and Atmospheric Administration/National Marine Fisheries Service intends to negotiate on a non-competitive basis with Maryland Department of Natural Resources (MD DNR) to perform a survey of landings of Atlantic bluefin tuna (BFT) billfish (white marlin, blue marlin, sailfish and swordfish) in the State of Maryland during 2004, 2005, and 2006. SCOPE OF WORK MDNR staff shall collect the BFT and billfish catch cards on a weekly basis and enter the data in a computer program (Microsoft Excel). Weekly summary reports, generated in Microsoft Word, should also be generated using this new information. These spreadsheets and reports should be submitted in an electronic format to an email address designated by the HMS Management Division of NOAA Fisheries. Weekly summaries shall also be made available to each of the reporting stations. DELIVERABLES At the conclusion of the recreational tuna/billfish season in Maryland, a written report covering an analysis of data collected over the entire season and comparison with the previous collection seasons will be prepared. The final report is due 30 days from the end of the performance period. The final report shall include the following: 1. A detailed explanation of the operations of the study and a summary of the MDNR outreach activities. 2. All data collected during the study. 3. An overview of any “lessons learned” during these monitoring activities. Which elements worked well as originally planned for the study, which required modification in order to obtain the desired result and what did such modifications entail and explain why any additional activities were needed and how they were implemented. 4. Suggested improvements or changes that should be considered for future monitoring activities of BFT and billfish. 5. A copy of the QA/QC Plan used to ensure accuracy and quality of data delivered to NOAA Fisheries, an assessment of how the plan worked, and recommendations for improvement.
