Laboratory Decommissioning Survey (IAW MARSSIM)
The purpose of this Amendment is to provide answers to submitted questions.
QUESTION 1: How does a vendor use the information on "Attachment A?"
ANSWER 1: Hazardous waste pickup/disposal is a category covered by the Service Contract Labor Standards (also known as the Service Contract Act), which states the minimum wage. As per FAR 52.222-41(c)(1), "Each service employee employed in the performance of this contract by the Contractor or any subcontractor shall be paid not less than the minimum monetary wages and shall be furnished fringe benefits in accordance with the wages and fringe benefits determined by the Secretary of Labor." Professional services such as engineering are not subject to this wage determination.
QUESTION 2: It is unclear why the successful contractor would need to obtain an NRC license as noted on page 28 of the revised Scope of Work (SOW), or even what type of license.
ANSWER 2: The Statement of Work will be revised to require either an NRC license or Agreement State license (with an NRC Form 241 filed to authorize work in areas of exclusive Federal jurisdiction) to provide authorizing decommissioning services for liability and accountability purposes. The work will not be performed under the authority of the USGS license.
QUESTION 3: Would one to two paragraphs of narrative sufficiently document the past projects (at least two not more than four) that are required in the RFQ?
ANSWER 3: Yes
QUESTION 4: Please clarify these dates: 2009 was the last time radioisotopes were ordered and used at the facility, except one container of tritium which was disposed of in 2015. Is this correct?
ANSWER 4: Correct
QUESTION 5: Please confirm that the only time dilution was used to dispose of 3H or 14C liquid wastes was "in the old building," which no longer exists.
ANSWER 5: Correct
