The U.S. Department of Commerce/National Oceanic and Atmospheric Administration/National Marine Fisheries Service intends to negotiate on a non-competitive basis with the State of North Carolina Department of Environment and Natural Resources, Division of Marine Fisheries, for a report of the recreational fishing activity for selected Highly Migratory Species in North Carolina
Reports generated will include the following information:
(1) A census of billfish (blue marlin, white marlin, sailfish and spearfish), swordfish, and Atlantic bluefin tuna (BFT) landed during 2004, 2005 and 2006 from all recreational fishing sectors including all HMS tournaments.
(2) Length data for billfish, swordfish and BFT landed in North Carolina during 2004, 2005, and 2006
(3) Dockside interviews during 2004, 2005, and 2006, to characterize the North Carolina recreational fishery and provide catch per unit of effort data.
The reports shall be submitted in an electronic format (i.e., Excel spreadsheets) to an email address designated by the Highly Migratory Species Division, Office of Sustainable Fisheries. The reports are due on April 1, 2005. The Government intends to award a base year with two option periods for reporting harvest data.
