This pre-solicitation notice is for roller-chopping forestry support services at Avon Park Air Force Range, Florida. The award will be an indefinite quantity-indefinite delivery requirements type contract with a base period and four 12 month option periods. Current workload is estimated at not more than 1,690 acres of recently harvested pine plantations, which includes multiple passes, i.e., where operations require multiple passes of the same stand, the total amount of machine work will constitute the total effort. For example, if a two hundred acre stand requires two passes, the total effort will consist of four hundred chopped acres. The areas to be roller chopped are located throughout Avon Park Air Force Range. This acquisition is 100% set aside for small disadvantaged business. The primary North American Industry Classification System (NAICS) is 115310 (Support Activities for Forestry). The small business size standard for NAICS 115310 is $6.5 million. Wages applicable to this operation are covered under Department of Labor Wage Determination WD 74-1311 (Rev.-28), Forestry and Land Management Services (Statewide). The government will evaluate all proposals on a lowest price-technically acceptable criteria. The solicitation will be posted on or about 27 July 07 via Government Federal Business Opportunities website at https://www.fbo.gov. The solicitation will include Federal Acquisition Regulation contract provisions and clauses, a proposal sheet, and performance work statement. The performance work statement will include details of required work elements along with a map showing current and potential future work locations.
