The Government will evaluate and award based on lowest-priced, technically acceptable (part specification, vendor FAT qualification, and delivery date) offered item that conforms with the solicitation criteria. The procurement is a small business set-aside under NAICS 332439. The applicable PSC is 8145. The small business size standard is 500 employees or less. Due to critical required delivery schedule constraints, eligible vendors shall be qualified via Department of the Navy Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) First Article Test (FAT) approval of F414 Engine containers built for the Department of Defense. FULL OFFER PACKAGE REQUIREMENTS: Along with the quoted prices and associated proposed terms, please submit completed provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items and any additional "fill-in" provisions requiring offeror information. Please include the date of FAT approval and issuing agency with relevant past performance information.
This is a Foreign Military Sales (FMS) requirement to support the Kuwait FMS F/A-18 Super Hornet aircraft procurement. The containers are required to store spare F414-GE-400-1A engines. FOB Destination. Defense Priorities and Allocations System (DPAS) prioritization "DO-A1" applies. Delivery Point: GE Engines (Attn: DCMA), 1000 Western Ave, Lynn MA 01905-2655. Inspection and Acceptance will be conducted by DCMA at source, before shipment to GE Engines manufacturer.
Technical Data Package (TDP). The Technical Data Package of drawings and the engineering change order contains information that is Controlled Unclassified Data and export controlled. US export control laws and regulations are applicable; therefore, only those companies that have completed DD Form 2345 and are certified under the Joint Certification Program (JCP) in an active status are authorized to receive the package. Information about the JCP is located at http://www.dlis.dla.mil. This program includes information that has been designed as a "Distribution D". As such, this solicitation/RFQ incorporates the TDP that cannot be posted to a public website due to distribution and/or export restrictions and is only releasable to current and approved Department of Defense (DOD) contractors who have data encryption capability.
