This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-08-Q-0102 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 effective June 12, 2008. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Evaluation and award will be lowest priced technically acceptable. Award will be made to the offeror whose conforming quotation in response to the RFQ will be most advantageous to the Government, price and other factors considered. Other factors for award include [1] a responsible offerors ability to meet the salient functional and technical requirements as listed below for the purchase of Big IP Load Balancers at the National Archives and Records Administration, College Park, MD. The National Archives and Records Administration requires the following items, Brand Name or Equal, to the following: A) CLIN 0001-F5 Big-LTM 6400 4GB-RS, Big IP Switch: Local Traffic Manager 6400 4GB ROHS, 7 each Specification: 1) 2 Gbps total load balanced throughput 2) 16 10/100/1000 copper ethernet ports 3) 2 Gigabit fiber SFP or Mini_GBIC ports 4) 4 Gbyte system memory 5) IPv6 capable 6) High availability option using realtime session state tracking 7) Network error trapping (ability to capture and drop or substitute error messages to minimize system information leakage) 8) Ability to support SSL session load balancing and certificate consolidation (SSL handshake and key management) 9) Programmable content encryption and cookie encryption 10) Ability to support AES 256 bit encryption 11) Connection pooling (ability to utilize existing internal connections to service multiple remote connections . This minimizes per host connections to internal servers) 12) Adaptive latency management (ability to pool connections based on latency) B) CLIN 0002- Trade in Credit for End of Life F5 5100’s, 7 each C) CLIN 0003 Consulting: 15 day package, 1 each D) CLIN 0004 Big IP Training: Local Traffic Manager Essentials (ATC) 2 Days, 2 each E) CLIN 0005 Big IP Training: Local Traffic Manager Advanced Topics (ATC) 2 days, 2 each F) CLIN 0006 Big IP Premium Service (Level 1-3). The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price purchase order: FAR 52.212-1, Instructions to Offerors-Commercial Item(June 08); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 08)--offerors shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . Quotations should be received by 4:00 PM EST on August 22, 2008. Failure to submit quotations by the due date may result in rejection of the proposal. Vendors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security. Failure to meet the deadline for receipt may result in rejection of the quotation as untimely. Telephonic responses will not be processed.
