The Naval Air Systems Command (NAVAIR) intends to increase the scope of previously synopsized F/A-18 E/F SLAP/SLEP Phase B3 and B4 Orders under Basic Ordering Agreement (BOA) N00019-11-G-0011 and the follow-on BOA to be solicited in the near-term and intended to be awarded in Fiscal Year (FY) 2016, as well as SLAP/SLEP Phase C Indefinite Delivery Indefinite Quantity (IDIQ) contract to be solicited in the near-term and intended to be awarded in FY 2016 to include the Royal Australian Air Force (RAAF) F/A-18 E/F Program. SLAP/SLEP post full rate production (FRP) support and technical services are required to assist in assessing and extending the life of the entire F/A-18E/F fleet, including RAAF F/A-18E/F aircraft.
The efforts will be procured on a sole source basis to The Boeing Company (CAGE 76301) of St. Louis, Missouri 63134 under NAICS 541330 (Engineering Services) and PSC R425 (Engineering and Technical Support Services) pursuant to the authority of FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18E/F aircraft in its various configurations, and is the only source with the knowledge and unique engineering expertise necessary to accomplish this effort.
