DESCRIPTION: SOLICITATION - This is a solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. The Government also reserves the right to forego contract award.
The Air Force Life Cycle Management Center (AFLCMC)/Business and Enterprise Systems (BES) Contracting Division requests quotes for the following brand name software requirement and associated maintenance:
Quantity 1 of HCL Security AppScan Standard Authorized User Single Install License with Software Subscription and Maintenance Support (Part Number D0N1KLL)

DPAS rating: DO-A7
All items must be TAA compliant in accordance with the FAR.
NETCENTS-2 pricing is required.
Brand Name Exception/Total Small Business Set-Aside: See the redacted brand name Sole Source Justification (Attachment 1).
Period of Performance: The Period of Performance shall be for one year After the Receipt of Order (ARO). The license shall be available for a one year period and support shall cover the one year period.
Contract Type: The effort shall be Firm Fixed Price (FFP).
Submittal of Quotes: Quotes are due by 12:00 P.M. EST, on 20 Aug 2019. Any proposals received after this date and time will be ineligible for award. Proposals shall be sent via Email to [email protected]. Please include an itemized list of products, serial numbers/item numbers, and prices in your response to this solicitation. Quotes shall be valid for 90 days.
Invoicing: Invoicing instructions using the Wide Area Workflow (WAWF) DFARS Clause 252.232-7006 will be included with the order.
Notice to Offerors: The Government reserves the right to cancel this quote, either before or after the closing date. In the event the Government cancels this quote, the Government has no obligation to reimburse an offeror for any costs.
