The 10th Contracting Squadron (CONS)/LGCB, USAF Academy intends to extend the period of performance (in accordance with FAR clause 52.217-8 Option to Extend Services) of contract FA8773-08-D-0006-5Q03 (awarded as a competitive small business set-aside), subject to the Availability of Funds for FY14. A sole source award is anticipated to be awarded to the incumbent, Altech Services, Inc., 1300 S. Merdian Ste 405, Oklahoma City, OK, 73108-1751 for a 3-month extension of services under the Firm Fixed Priced contract FA8773-08-D-0006-5Q03 to maintain ongoing Telecommunications Services at USAFA. This notice of intent is not a request for competitive proposals. The Government will not reimburse for any information provided under this synopsis. The extension is necessary to provide continued telecommunications services to USAFA, during the current competitive follow-on contract solicitation and approval processes. This is a stop-gap measure to allow for the proper evaluation and transition of a new IT/Communications contract at the Academy.
The proposed contract action is for services for which the Government intends to extend services under the authority of 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-1(a)(2)(iii) to provide uninterrupted telecommunications services critical to the United States Air Force Academy. This is a non-personal services Firm-Fixed Price Contract. This is an in-scope modification to the existing Firm Fixed Price contract # FA8773-08-D-0006-5Q03 for a total of three (3) months, 1April 2014 through 30 June 2014, estimated execution of the extension is 1 March 2014. There will be three (3) CLINs: monthly maintenance, switchboard operations, and funding for work orders. The period of performance must start on 1 April 2014.

5352.201-9101 OMBUDSMAN (APR 2010)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
