THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Request for Information (RFI) is to collect Market Research Information and industry expertise for the purpose of gathering market research which may or may not be used to develop a Performance Work Statement (PWS), or Statement of Objectives (SOO).

The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaption and integration, pricing, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation to bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice.

Responses:
Contractors are encouraged to submit information for the questions that follow. This RFI is prepared for planning purposes only and is not restricted to small business. Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned.

RFI responses on company letterhead are requested for submission electronically and in accordance with the instructions listed in each attachment. All questions and responses shall be submitted, via e-mail, to [email protected] .

After review of the responses to this RFI, if the Government plans to proceed with an acquisition, a solicitation will be published on Federal Business Opportunities (www.fedbizops.gov). It is the potential offeror's responsibility to monitor this site for a future synopsis/solicitation, as they will not be notified.

Request for Information/Questions:
The 148FW is considering installing permanent fall protection systems on the roofs of three buildings. The existing roof system on all buildings is sloped Standing Seam Metal. The proposed fall protection system will aid base workers as they inspect lightning protection systems and roofs on a recurring basis. Currently, base workers utilize a temporary fall protection system consisting of 2-way standing seam roof clamps, rope grabs, lanyards, and full body harnesses.

Building 212:
Roof system on B212 is standing seam metal roof panels, over shingle lapped self-adhering roofing underlayment membrane, over ventilated nailbase insulation system. B212 roof area is approximately 40,000 square feet and the roof has a 3:12 pitch. Please see attached roof and roof framing plan.

Building 220:
Roof system on B220 is standing seam metal roof panels, over continuous self-adhering roofing underlayment, over protective coverboard, over rigid polyisocyanurate board insulation, over 6 mil poly vapor barrier, over metal deck. B220 roof area is approximately 6,900 square feet and has a 2.5:12 monoslope pitch. Please see attached roof and roof framing plan.

Building 521:
Standing Seam Metal roof system is SRS2 by Centria. Roof area is approximately 7,000 square feet and the roof has a 2:12 pitch. Please see attached roof and roof framing plan.

Request information on feasibility, estimated cost of service, service options, and support requirements from the base.

- What are the different options available for permanent fall protection systems that are compatible with these roof systems and allow Base workers to perform their required duties?
- What price estimates are involved in each option?
- What time estimates are involved in each option?
- What inspection and maintenance requirements exist for each potential fall protection system?
- What additional gear or equipment is required to utilize each potential fall protection system?
- What training is required before utilizing the fall protection system? Who can provide this training?
- Are there any options available outside of a permanent fall protection system that still meet Base workers' needs?

Additionally:

- Are there any other aspects that we need to consider before contracting for this service?
- Are there any comments concerning the NAICS and SBA size standards chosen for this RFI?
