Lakehurst Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey intends to award a Fixed Price type contract to Oxley Developments Company Ltd, Piory Park, Ulverston, Cumbria, LA12 9QG (England), in order to procure Advanced Flight Deck Lighting System (AFDLS) to use in the Foreign Comparative Testing (FCT) program. Due to the nature of this procurement, a solicitation will not be issued to the public. The AFDLS provides visual cues to pilots approaching air-capable ships for safe landings and provides deck handling crews with lighting and status cues to enable them to perform their duties safely. Procurements under the FCT program will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2317 (c) (1) and implemented by FAR 6.302-1 and DFARs 206.302-1 (b).
