The Food and Drug Administration (FDA) intends to contract using other than full and open competition to provide Agency Wide Document Control Center (DCC) Services for All FDA Centers under the current IDIQ Contract HHSF223200830014I. Accordingly, the FDA intends to sole source this requirement to HeiTech Services, Inc. 8400 Corporate Drive, Suite 500, Landover, MD 20785. This contract will fulfill the requirements of the Center for Drug Evaluation and Research (CDER), Center for Biologics Evaluation and Research (CBER), Center for Food Safety and Applied Nutrition (CFSAN), Center for Veterinary Medicine (CVM), and Center for Devices and Radiological Health (CDRH). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.The FDA is utilizing these sole source procedures for a period not to exceed six (6) months, to allow continued services while the recompete for these services is in progress. This will also allow time for an adequate transition process between the incumbent and successful offeror. Interested 8(a) firms may identify their interest and capabilities to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive proposals. However, all proposals received thirty days after date of publication of this synopsis will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Responses to this notice shall be sent to [email protected] no later than (12:00 PM ET) Thursday, March 6, 2014. This procurement is to be processed using FAR Part 12-Acquisition of Commercial Items. There is no solicitation package available.

This requirement is a part of the SBA 8(a) Program; all interested firms must provide 8(a) credentials with their capability statements/proposals. The total anticipated value of this action is not to exceed $12,000,000.00 for the six (6) month period.
