The ISC2 covers the day-to-day operation of FDIC's infrastructure facilities, hardware, software, and systems. ISC2 currently supports 11,757 IT users and 1,159 servers. It primarily supports Operational Security, Client Support/Help Desk, Data Center Operations, Asset Management, and Systems Engineering service areas. ISC2 directly provides the support activities that facilitate FDIC's delivery of software applications by managing the underlying infrastructure, supporting release management, and providing operations and maintenance of the Development, Quality Assurance, Testing, Production, and Disaster Recovery environments. In addition to providing IT administration, management and provisioning services for all FDIC locations, it also provides a mechanism to facilitate the procurement of IT hardware and software resources to meet corporate goals of rapid response during emergencies. The services provided by this task order are a critical component of FDIC's capability to respond to banking surge activities in a timely and secure manner.
FEDSIM competitively awarded the follow-on contract to ISC2 (ie. ISC3) on August 14, 2013 utilizing the GSA Alliant GWAC vehicle. As a result, FEDSIM and FDIC anticipated transition completion prior to the expected current ISC2 ceiling exhaustion date of October 31, 2013; however due to the receipt of subsequent post-award protests, there will be insufficient ceiling to maintain continuity of operations until a successful transition can be executed from ISC2 to ISC3. Due to the time to resolve the current protest, this ceiling increase request is projected to cover costs through the end of the ISC2 period of performance on August 31, 2014.
SRA International is the only contractor who can ensure continuity of services with the minimal risk to the Government during this period as they have the infrastructure and staff already in place under an existing task order whose current option does not expire until August 31, 2014. The Government is legally precluded from having these services performed by any other contractor until final resolution of the current protest.
The final Justification & Approval supporting this sole source action will be publically made available as required after contract modification award.
