This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures.  This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued.  This is a Notice of Intent.  The announcement number for this acquisition is NIH-OLAO-OD3-NOI3443536 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304(c)(1).  Only one responsible source and no other supplies or services will satisfy agency requirements.  The anticipated award date September 8, 2014.  The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 and 75 thru July 1, 2014.  This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside.  The associated North American Industry Classification System (NAICS) Code is 611310, which has a size standard dollars of $7.0.  The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institute on Deafness and Other Communication Disorders (NIDCD) intends to procure on a sole source basis from University of California, MERCED a One Year Fee for Service for DNA sequencing to Genetic Factors in Taste Perception and Tobacco Usage.  The goal of this project to examine variation in the sequence of taste perception and other genes and to determine whether such DNA sequence variation can explain differences in the use of flavored tobacco, particularly mentholated cigarettes, in this population.   This is a fixed-price contract and the FOB term is Origin and Payment Net 30 days. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; and FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at www.sam.gov in accordance with FAR 4.1201(a).  By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.sam.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.  [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award].
This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted.   Responses must be submitted no later than 5:00 PM Eastern Standard Time (EST), September 3, 2014 to Ms. Shirlene Smith via e-mail to [email protected].  Emailed submission ONLY will be accepted. All information furnished must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein.  A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
