Purpose and objective:
FEKO combines multiple electromagnetic computational techniques in one code.
FEKO is based primarily on method of moments (MOM) but as the problem dimensions
increase relative to a wavelength, the code can implement multilevel fast multipole
method (MLFMM), finite element (FEM), physical optics (PO), geometric optics (GO),
or universal theory of diffraction (UTD). Portions of a problem can be solved using one
of these alternative solution techniques and the complete solution seamlessly joined.
FEKO is the only computational software package that can cover the complete range of frequencies (from 1000 Hz to 6 GHz) of interest in our research. The ability to take portions of the problem and solve them using independent approaches and then link the answers to obtain a solution over the total volume of interest is very valuable and in the government's best interest.
Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement.
If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with EM Software & Systems, 144 Research Drive, Hampton, VA 23666 as the only source and a purchase order will be issued without any additional notices being posted.
