This acquisition will be issued as an Unrestricted Aquisition for the manufacture and delivery of the Hat, Drill Instructor, AF 489 Female (PGC 02206). The Hat, Drill Instructor, AG 489 Female shall be manufactured in accordance with A-A-50072B – 19 SEP 2022. The pattern is dated 23 JUL 2009.

The acquisition will result in one award of a Definite Delivery, Definite Quantity, Firm Fixed Price Type contract and will consist of three deliveries.

The quantities provided below are estimates and may change at the time of solicitation based on changes in demand and supply position.

  • Delivery Order quantity: 2,880

NOTE: ONLY DOMESTIC MANUFACTURED ITEMS WHICH ARE MADE FROM 100% DOMESTIC PRODUCTS ARE PERMITTED.

Government Furnished Material (GFM) will no longer be provided to Contractors that are awarded contracts for end item dress clothing contracts.  It is now the responsibility of the Contractor to purchase the Cloth, Serge- Drill Instructor, (8305-01-303-9536) from DLA Troop Support as needed for the manufacture of the Cloth, Serge – Drill Instructor.  The Government shall be the sole source of the supply of the Cloth identified above and only such cloth obtained from the Government may be used in the manufacture of the subject item.  The Cloth, Serge- Drill Instructor, (8305-01-303-9536) is $19.19 per yard.  All other materials are to be contractor furnished.

Under the delivery order there will be three (3) monthly deliveries that will be required starting 120 days after the date of award with the next shipments due in 30 day increments.  The delivery destination for these items is Travis Association for the Blind. in Austin, TX.  The solicitation is sued as a Small Business set-aside and will result in a firm fixed price contract.

Evaluation shall occur on a LPTA (Lowest Price Technically Acceptable) basis, where acceptability must be attained in the following non-price evaluation

The Government intends to use FAR Part 12 for this acquisition.  All items must be 100% U.S. Made out of 100% U.S. Materials.

Production Demonstration Models (PDMs) are not required for this acquisition; However, pre-production samples may be required after award.

On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process.  2.
