The Government has determined that no other source can meet this requirement. It is essential to have a system that offers an optical high performance and low loss tunable filters for fiber based experiments. It is essential for the tunable fiber passed fabry-perot filters to have a very low loss and high finesse in a rugged and temperature insensitive package. The filter response must be as close as possible to the ideal Airy function response. The filters must be hands free and fast tuning for automation of multiple experimenters. The filters must not produces extraneous modes or be susceptible to alignment loss. As such, each device is different and requires subtly different filtering, and scans over the output. This requires a tunable filter system. Micron Optics patented all fiber design eliminates optical misalignments and extraneous modes due to collimating optics. Combined with rugged packaging it produces the most environmentally stable low loss high fidelity tunable fiber filters with near ideal Airy function response on the market. Other manufactures are unable to meet this requirement due to the patent/proprietary deign that is essential to meet the crucial specifications, without severely impacting or jeopardizing the success of ongoing research, which would result in a loss of efficiency and the ability to experiment will be impaired.
This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2018.
