A. The City of Temecula received $1,208,200 federal grant in Highway Safety Improvement Program (HSIP) funding to upgrade traffic signal hardware and install fiber optic communication to improve traffic signal timing and safety along three major corridors Citywide. The City currently utilizes hardwire interconnect for communication along the 3 corridors, which includes Winchester Road (Diaz Road to Nicolas Road), Rancho California Road (Business Park Drive/Ridge Park Drive to Butterfield Stage Road), and Temecula Parkway (Old Town Front Street to Butterfield Stage Road). There is however a gap in the communication system on Rancho California Road between Margarita Road and Butterfield Stage Road and on Temecula Parkway between Old Town Front Street and Bedford Court. There is also a fiber optic backbone system that interconnects the existing CCTV cameras along the 3 corridors. There are a total of forty-one (41) traffic signals along the 3 corridors, which includes six (6) traffic signals located at the Interstate 15 Ramps that fall under the jurisdiction of Caltrans. All traffic signals on the corridors are operated on a 170 controller platform with the exception of the ramp signals which are a Caltrans 2070 platform. The project includes upgrading the controller units from Type 170 to Type 2070, installing fiber optic cable and communication hardware between the signalized intersections, and installing Closed Circuit Television (CCTV) cameras to improve traffic signal timing/coordination. The scope of services for the forty-one (41) intersections consists of the following design elements: ⢠Removal of existing Type 170 controllers and installation of new Type 2070 controllers. ⢠Installation of Ethernet switches, patch cables, extenders, modems and conflict monitors. ⢠Installation of new conduit, pull boxes and single mode fiber optic (SMFO) cable along (2 segments): Rancho California Road from Margarita Road to Butterfield Stage Road. Temecula Parkway from Old Town Front Street to Bedford Court. ⢠Installation of fiber optic splice equipment and splicing. ⢠Installation of CCTV cameras at fourteen (14) locations, which are compatible with the Cityâs Citywide Surrveilance Program (360 degree CCTV camera with embedded PTZ dome camera). ⢠Installation of Battery Backup System and enclosures at thirty-five (35) locations. ⢠Installation of communication components (UPS, Fiber Switch, etc.) and upgrade traffic managemnent system in the Traffic Operations Center Server Room. ⢠System configuration and integration. ⢠Development and Implementation of Adaptive Traffic Signal Timing along the three (3) arterial corridors. REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS Registration with the Department of Industrial Relations (DIR) is mandatory as a condition for bidding, providing certain services, and working on a public works project as specified in Labor Code Section 1771.1(a). Contractor and any subcontractors must be registered with the Department of Industrial Relations to be qualified to bid, or provide a proposal and/or time and material quote or be listed in a bid, proposal or quote, subject to the requirements of Public Contract Code Section 4104; or engage in the performance of any contract that is subject to Labor Code Section 1720 et seq., unless currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5.
