This requirement is for a quantity of 16 units. Price Breaks are requested up to a quantity of

Item will be solicited under Other Than Full and Open Competition 10 U.S.C.2304(c)(1).

Delivery is 3 units in 11 months, with the balance at a rate of 3 units every 30 days after. Total delivery for 16 units is 450 days.

Inspection / Acceptance at Origin, FOB Origin

This solicitation is being issued under the First Destination Transportation (FDT) Program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedure should be followed. This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil on its issue date of March 28, 2016. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. Solicitation will not contain a quantity option.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
Reverse Auctioning: This solicitation will not contain DLAD provision 52.215-9023 for Reverse Auction (RA).

While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
