AMRDEC SAFE, the site utilized for large data transfers has been decommissioned. DoD SAFE, https://safe.apps.mil/, has replaced the site commonly referred to as AMRDEC SAFE as of Aug. 15, 2019. This solicitation amendment removes references to AMRDEC Safe and replaces them with DoD Safe.

It has also been determined that due to the AMRDEC SAFE site being shut down and transitioned to the DoD SAFE site, proposals for this RFQ will also be accepted by email. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), Department of Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force FAR site, http://farsite.hill.af.mil. This announcement constitutes the only solicitation for which a Request for Quotation (RFQ) will be issued. 

The RFQ number is FA2263-19-Q-A036 and shall be referenced on any offer submitted. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the business size standard is 1,000 employees.

AFMETCAL at Heath OH intends to award a single source firm fixed price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, to Finisar Corporation (Cage # 1RUX5) or a distributor that can provide Finisar's 100 GHz Single High-speed Photodetector (XPDV4121R-WF-FA) with a commercial-off-the-shelf (COTS) manual and standard warranty.

The photodetector will be used in support of the Department of Defense Calibration Coordination Group (DOD/CCG) Project #632, Fast Pulse Oscilloscope Calibration System (FPOCS), for which AFMETCAL is partnering with the National Institute of Standards and Technology (NIST). For this CCG project, NIST is modifying a system that it has already developed and used; this system requires the referenced photodetector from Finisar in order to properly interface with previously developed NIST software and hardware, and thus essential to completion of this Air Force requirement. It has been determined that this is a single source requirement IAW FAR 6.302-1.

Product offered shall be a commercial item or commercially available off-the shelf (COTS) item meeting the definitions in FAR Part 2. Item proposed shall be a new unit. A reconditioned, remanufactured, or used item is not acceptable and shall not be proposed. Supply is available from only one responsible manufacturer, no other type of supply will satisfy agency requirements.

IMPORTANT NOTICE TO OFFERORS: All prospective awardees are required to register at SAM and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Any award resulting from this solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payment (invoices) under DoD contract to be submitted in electronic form. Wide Area WorkFlow (WAWF) through Procurement Integrated Enterprise Environment (PIEE) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at https://wawf.eb.mil. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/.

Offers MUST:
(1) be valid for a period of 90 days,
(2) be for a 100 GHz Single High-speed Photodetector (XPDV4121R-WF-FA) manufactured by Finisar Corporation,
(3) be for a new unit (not reconditioned, remanufactured, or used unit),
(4) be FOB Destination,
(5) include a copy of the applicable product data sheet
(6) include a delivery schedule, if unable to meet delivery schedule in Deliveries or Performance,
(7) include copy of commercial price list,
(8) include name of and be signed by an authorized company representative along with telephone number, facsimile number, and email address,
(9) include taxpayer identification number (TIN), CAGE Code Number and DUNS Number,
(10) include copy of offeror's standard commercial warranty,
(11) include completed Supplies or Services and Prices/Cost,
(12) completed FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Offeror shall ensure information in SAM is current.

Offers must be received no later than 21 August 2019 at 2:00 PM EDT. Offerors may submit proposals via DoD SAFE or by email, following the instructions provided in List of Attachments - Attachment 2, ver 2, of the RFQ, under Communications.

Please note that proposals must be timestamped by the offer due date and time. Offerors bare the risk for receipt of submitted offers being untimely. Offerors shall allow sufficient time for receipt of electronic submissions by the due date and time. All responsible sources may submit an offer, which if received timely shall be considered by this agency.
