The Orange County Fire Authority (OCFA) is issuing a Request for Information (RFI) regarding firefighter turnout ensembles (turnouts), as described in the RFI document. The purpose of this solicitation is to obtain information on personal protective equipment (PPE) technology currently available and to understand whether significant advances in the PPE technology have occurred since the previous solicitation, DC1925, which was conducted in 2014. Concurrently, OCFA will conduct a review of turnout ensemble options from the manufacturer of the current OCFA turnouts, Lion. Based upon the information received, OCFA will determine whether or not it is in its best interest to issue a Request for Proposals (RFP) to select a new brand of turnout. If OCFA does elect to issue a RFP, information obtained as a result of this RFI will be used to develop the specifications that will be included in the RFP. If OCFA determines insufficient advances in PPE technology exist to warrant a change in the entire turnout ensemble specification, staff will request approval from the OCFA Board of Directors to renew the existing agreement for turnouts in accordance with OCFA Procurement Ordinance, Article III, Section 1-23, which can be found online under “Doing Business with OCFA” at www.ocfa.org.
