Flashpoint collects and organized primary source data from the Deep and Dark Web. This information is derived from forums, social media, paste sites, and other online channels where Extremists and Cybercriminals communicate and disseminate their propaganda.
Flashpoint's extensive database of acquired intelligence is arranged by geographic location, file name, specific entry, date of release, source, group, description of content and original language. Flashpoint provides customers threat intelligence products and services otherwise commercially unavailable. In this capacity, Flashpoint's tradecraft and capabilities are unique and directly support the FinCEN mission to safeguard the global financial system.
Flashpoint maintains one of the largest digital databases of open source intelligence on contemporary terrorist organizations, financiers, recruiters, and associates dating back two decades. Flashpoint's archive is nearly 2 terabytes in size and continues to grow at one-half terabyte per year. This database holds vast information on terrorism finance, including personnel records, donor lists, donor material, project reports, archived websites, and IRS filings from charitable front groups around the globe. The terror finance archive also includes bank account numbers, IP addresses of terror financiers, jihadist postings on forums related to funding terrorism, reports released by international law enforcement, intelligence, legislative, and non‐governmental organizations.
Flashpoint provides critical financial intelligence though a powerful combination of automated and human monitoring of popular contemporary Jihadist and Cybercriminal sites, Deep and Dark Web forums, and other sources. Flashpoint maintains an extensive team of subject matter experts (SMEs) in cultural, technical and linguistic skills, including Arabic, Farsi, Turkish, German, French, Russian and over 12 other languages. These SMEs are available to interface and support FinCEN though commercially available product and service offerings.
Offerors shall respond to this notice if they believe that they can provide FinCEN the same product as provided by Flashpoint. Responses shall be received no later than 2:00 P.M. ET on April 21, 2017. Responses shall include the name and point of contact information for its company along with a description of the service. Offerors shall confirm that its service has and/or meets all of the components listed above.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received no later than Friday, 2:00 P.M. ET, April 21, 2017.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
