The Naval Air Warfare Center Aircraft Division (NAWCAD), Test Pilot School has a requirement for Flight Demonstration in the Grumman HU-16 Albatross aircraft. Period of Performance for the training is 18-22 September 2009. The Qualitative Evaluation Program institutionalized within the USNTPS is a major facet of the curriculum that provides a wide variety of varying flying qualities and performances. Due to the unique nature of this training and the aircraft, the Government intends to negotiate on an other than full and open competitive basis with American Warbirds under statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, that only one responsible source and no other services or supplies will satisfy the agency requirements. The award is to be made under Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract, based on the responses to this notice is solely within the discretion of the Government.
