Travis AFB intends to award sole source contract to Regents of the University of California, Davis, 1850 Research Park Dr., Suite 300 Davis CA 95616-6134 to provide FLOW CYTOMETRY for leukemia/lymphoma evaluation, HIV staging, complement fixation and innunodiffusion testing for coccidioides antibodies. The following flow cytometry services are as follows: (1) 88184-Marker, First; (2) 88185 Marker Add'l; (3) 88187-26 Marker 2-8; (4) 88188-26 Marker 9-15; (5) 88189-26 Marker 16+' (6) 86171 Complement Fixation; and (7) 86331 Immunodiffusion . This is sole source due to UC Davis Department of Pathology is the only laboratory identified that can perform flow cytometry for Leukemia/Lymphoma evaluation and HIV staging in compliance with the CAP, CLIA , CDC and NCCLS accreditation and certification. In addition, due to the
Instability of the flow cytometry specimen, the reference laboratory must be able to receive and processes the specimen within 24 hours after it is extracted from the patient and have results within 24 hours of receipt, 7 days a week. Knowing the preliminary result of the test is extremely important for the well being of the patient.
Period of Performance is 1 Oct 08 through 30 Sep 09. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and Defense DCN 20080721, and the Air Force Acquisition Circular 2008-0605. This requirement is pursuant to Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.106-1(b)(1).
The following FAR Clause is included in this solicitation: FAR 52.232-18 --Availability of Funds. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
