PURPOSE/DESCRIPTION

 

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the production of the Fluorescent Penetrant Inspection (FPI) units identified in Table 1. This acquisition is for commercial equipment meeting the characteristics of Product Description (PD): PD-AFLCMC-EZPT-03-19, "Product Description Fluorescent Penetrant Inspection (FPI) Units, Separate Modular Station Types". The acquisition strategy is a five-year contract beginning in Fiscal Year (FY) 20. The contract will be comprised of a basic year plus four option years and will continue through FY24.  The projected quantities will be an aggregate total of all FPI unit types for a best estimated quantity of 24 units per year.

The FPI Fluorescent Penetrant Inspection (FPI) unit is a type of Non Destructive Testing (NDT) equipment used to inspect parts for flaws. This equipment can be utilized for inspection on a wide variety of non-porous aircraft components and support equipment sustained by the Air Force. A typical FPI unit consists of a series of stainless steel tanks and an inspection booth. After a part is cleaned of oil and debris, the tanks are used to apply a fluorescing dye. A controlled process is then used to remove any excess dye from the part. A developer is then applied to the part to aid in better identification of flaws in the part. Finally, using an ultraviolet A (UV-A) light, the part is inspected in a darkened booth attached to the unit. Flaws in the part fluoresce, or glow, revealing their presence to the technician. The FPI unit should be fabricated IAW with PD-AFLCMC-EZPT-03-19.
