The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR), Subpart 6.302-1, "Only One Responsible Source and No Other Supplies or Services will satisfy the current Agency Requirements".
This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. However, the Government will consider all proposals received within 7 days after date of publication of this synopsis. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's cability to provide an equivalent service as described above, providing a rationale as to why they should be considered.
Respond to the below points of contact referencing RFP number FA4855-11-R-0018 by 29 June 2011, 4:00 p.m. (MT). A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The 27 Special Operations Contracting Squadron will not reimburse for any costs connected with providing the capability information.
The FAR requires a firm to be registered in the DoD Central Contractor Registration Database (CCR) (www.ccr.gov), ORCA (https://orca.bpn.gov/) and Wide Area Work Flow (WAWF) (https://wawf.eb.mil/ ) prior to award of any contract or agreements. Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
