This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and the reference number is 11TC664. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49 and DFARS change notice 20110202. The Offeror must be an authorized dealer and must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items. The government will award a contract on the basis of the lowest priced, technically acceptable offer. Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response. Award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106-2. Please include CAGE Code, DUNS number, Federal Tax Identification Number, FOB Point (FOB: Destination is preferred by the government), and Discount Terms, Availability and how long it will take to perform. Quotes must be valid through 19 August 2011. This is a 100 percent small business set aside. The NAICS Code is 334611 and the size standard in number of employees is 500.

The Contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and other services as necessary to convert and format test questions into an electronic format in Question Mark Software at building 7353, Lackland AFB TX. All work shall be in accordance with commercial and industrial standards. This is a commercial acquisition.

Contract Line Item Number(s) (CLINs) for this solicitation are as follows:
CLIN 0001 - To implement and standardize all of the exams electronically into Question Mark Perception software program for all IAAFA courses. 6,922 test questions from 33 courses needs to be formatted and converted into an electronic format in Question Mark Software. Each course have two exams, "A" and "B", in Microsoft Word format. Exams will be converted into Question Mark in the Spanish Language.

Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
