The purpose of this amendment is to incorporate the attachment titled "Specifications.doc" into solicitation
SPE303-19-Q-0027. The attachment was uploaded to the DLA Internet Bid Board System (DIBBS) when the solicitation was posted, but it was inadvertently not uploaded on Federal Business Opportunities (FBO.gov). The attachment will now be made available on beta.sam.gov as a "Special Notice" amendment to SPE303-19-Q-0027.  Due to an issue with our contract writing system, this amendment is showing as "0002" instead of "0001."  As a result, there is no amendment 0001 to this solicitation and 0002 will be considered the first amendment.
