This notice is a synopsis in accordance with FAR 5.101 for a proposed contract action against FA8553-21-D-0001 published at least 15 days before the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals and quotations will not be issued for this requirement.

AFLCMC/WLNKB intends to award a delivery order against Requirements contract FA8553-21-D-0001 to Lockheed Martin for the purchase of C-130J spares. This effort is for the countries of France and Germany. The estimated value of the spares being procured under authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 is $530,000. Due to the requirements of each country, Lockheed Martin is the only responsible source. IAW with FAR 5.206, AFLCMC/WLNKB is making contractors aware of the subcontracting possibilities. Lockheed Martin owns the technical data related to this spares effort and any subcontract work is negotiated between the prime contractor and subcontractor. The Government has no involvement in these negotiations.

All responsible sources may provide a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
