Military Sealift Command - Norfolk contracting office is seeking information on potential sources of that can procure Fresh Water Generators-Evaporators and Associated Components, for the following United States Navy Ships (USNS): USNS KANAWHA, USNS GUADALUPE and USNS TIPPECANOE.

1. Freshwater Generator
Freshwater generator with a capacity of 39 m3/24h (10000 GPD)
Design parameters:
The freshwater generator to be designed to produce the required capacity in accordance with the following parameters:
• Salinity of produced water, max 2.0 PPM
• Cooling medium, max sea water: 35C (95F)
• Sea water flow: 88 m3/h (387 gpm)
• Heating medium, jacket water: 83C (181F)
• Jacket water flow: 72.3 m3/h (318 gpm)
• Unit to be provided with ABS test certificate
General Physical Characteristics:
• Plate-type vacuum distillation process
• Combined air & brine eductor system for creating vacuum
• One sea water pump is all that is required for creating the necessary vacuum and supplying feed water for operation of the freshwater generator.

Scope of supply:
The freshwater generator shall be supplied as a complete unit including following components:
• Evaporator, plate heat exchanger
• Condenser, plate heat exchanger
• Front cover door (hinged or rail type to fit within maintenance envelope. (No modification to ship's arch way permitted.
• Demister of the steel mesh type
• Combined condenser cooling, ejector and feed water system
• Combined brine, air ejector with two individual stages
• Feed-water automatic back pressure valve, not opening before the pressure is sufficient to give the required amount of feed water
• Freshwater pump
• Salinity sensor
• Automatic dump system back to freshwater generator for produced water with salinity exceeding 3 PPM
• Automatic back pressure valve mounted in the freshwater delivery piping
• Water clock
• Vacuum pressure gauge
• Sea water ejector pump & motor - for feed water supply and operation of condenser & combined air/brine ejector system
• Control panel with salinometer, motor starters, thermal overload relays and built-in salinometer with voltage-free alarm for high salinity of produced water
• Chemical dosing unit for dosing of anti-scale chemicals to feed water

The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. MSC-Norfolk contracting office anticipates award of a contract no later than 05 June 2015. The NAICS Code for this procurement is 333999 - All Other Miscellaneous General Purpose Machinery Manufacturing. It is requested that interested firms submit to MSC-Norfolk contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, at a minimum the following:
(1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status;
(2) The facility where the work will be performed;
(3) Partnership, teaming, joint ventures, or mentor-protégé agreements with any large businesses.
Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
