This announcement constitutes a Notice of Proposed Contract Action for a non-competitive acquisition to be awarded by the 502d Contracting Squadron at JBSA-Randolph TX to TSM Consulting Services 761 Justin Rd Ste C Rockwall TX 75087.

The requirement is to Upgrade the Texas Law Enforcement Telecommunication System (TLETS) for the 502 Security Forces at JBSA-Fort Sam Houston, TX, in accordance with the Description of Supplies/Services below.

The reason for the sole source is TSM is the only known vendor capable of providing all the  necessary products, services, and 24/7 support needed to upgrade the existing TLETS at JBSA-Ft. Sam Houston.

This notice is neither a request for quote nor a solicitation of offers, and FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT; however, vendors that feel they can fulfill this requirement should provide a complete capability statement, to include references from previous relevant work, to the points of contact identified in this notice. A determination by the Government not to compete this requirement based on responses received is solely at the discretion of the Government and the Government will not reimburse any costs incurred because of the response. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement under NAICS 334118 with a size standard of 1000 employees.
