The Office of Thrift Supervision (OTS) intends to issue a sole source purchase order to The Bank for International Settlements (BIS) Financial Stability Institute (FSI) for 125 On-line Subscriptions for FSI Connect (web-based courses specifically for banking supervisors on key risk management topics, such as credit, market and operational risk, and capital adequacy) and 125 CD Roms. There are numerous courses related to the recently agreed new capital adequacy framework (Basel II).  FSI Connect is designed for financial sector supervisors at all levels of experience and expertise and can be accessed 24 hours a day, 365 days a year.  The period of performance is 6/1/08 through 5/31/09 with 2 one-year options.  The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.  Responsible firms must submit sufficient technical documentation to establish a bonafide capacity to meet the requirement and past performance information.  This notice of intent is not a request for competitive quotations.  However, submissions received by 5/20/07 (by 2:00PM EST) will be considered by the Government.  A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  This notice of intent is not a request for competitive proposals and no solicitation document is available.  Such information, if submitted, should be emailed to [email protected] .  If this procurement is competed, no additional synopsis will be published and a request for quotation will only be forwarded to the intended vendor and firms that respond to this synopsis of intent.
