This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included with this notice.  The solicitation number is AG-3A94-S-16-0033.  The North American Industrial Classification System (NAICS) code for this procurement is 541511 with a small business size standard of $ 27.5 M.  The period of performance consists of a Base Period and four Option Years from 6/3/2016 through 5/31/2021.

 The USDA Food Safety and Inspection Service (FSIS) intends to issue a Firm Fixed Price (FFP) award, with only travel as cost reimbursable, to the lowest priced technically acceptable (LPTA) Offeror.  In order to be considered for award, the Quotation must be determined to be technically acceptable.  Offerors providing the required brand name shown in the attached Justification will be considered technically acceptable.  Criteria under the LPTA process are judged on a pass-fail basis only.  No other rating or qualitative value will be assigned.  Price will be evaluated only on Quotations deemed technically acceptable.

At a minimum, all Quotations must include:  1)  solicitation number; 2)  complete pricing according to the table shown on page B-2 of the RFQ including both CLINs 001 through 010 and the Option Years 1 through 4; 3) Name, address, email, and telephone number of the Offeror Quotation POC; 4)  Taxpayer Identification Number; 5) CAGE Code; 6) DUNS number; 7) Expiration of the Quote; and 8) a completed copy of the Certifications and Representations at FAR 52.212-3.

This solicitation also requires registration in the System for Award Management (SAM) in order to be considered for award.  SAM registration must be Active at the time of award.

All questions must be submitted via email to [email protected] not later than 3 pm on May 26, 2016.  Questions submitted after this deadline will not be answered.

Finally, Quotations must be submitted via email to [email protected] before the RFQ closing date of June 3, 2016 at 11:00 am EST.
