Under the Authority - Citations: 41 U.S.C. 5 (3). Pursuant to FAR 6.302-1 (a) (ii) "Only one source will satisfy agency requirement", for this critical product. This notice is not a request for proposals nor a solicitation of offers. A determination by the Government not to complete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the descretion of the Government.
