Request for copies of a solicitation in response to this notice will not be honored or acknowledged. Any responsible source who believes it is capable of meeting the requirement may submit a capability statement. Companies that can provide an equal item must submit their technical capabilities to include complete and detailed specifications. This information will be reviewed by the Government technical representative for consideration for future requirements. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Forest Service.

USDA Forest Service intends to award on a sole source basis under the authority of FAR 16.505(b) (2): "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.; for the procurement and delivery of Relm portable, dash mount, remote/trunk mount radios and accessories necessary for FY2015 radio replacement program for multiple Forests. The Government intends to solicit and award a sole source contract for this requirement, to Relm Wireless Communications, 7100 Technology Drive, West Melbourne, FL 32904.

Relm Wireless Communications is the only known manufacturer of Relm Radios and accessories being offered of the DHS TacCom IDIQ Contract.
