FY2022 Electric, Hydrogen Fuel Cell, and Other Clean Emission Vehicles Request for Information
The U.S. General Services Administration (GSA) Office of Fleet Management (GSA Fleet) is seeking information from industry on commercially available battery electric and hydrogen fuel cell vehicles, along with Plug-in Hybrid Electric Vehicles (PHEVs), vehicles capable of operating on gasoline or electricity, and any other clean burning technology to GSA Fleet for sale and/or lease to eligible GSA customers. These vehicles must meet or exceed current Federal Vehicle Safety Standards for Domestic use, and all vehicles produced for other global regions are to comply with safety and emission standards for the countries they are intended for sale outside the United States. GSA Fleet will use the information provided by industry to determine if the market can meet customer demand for battery electric and hydrogen fuel cell vehicles.
GSA Fleet’s intent is to develop a comprehensive, industry-informed requirement and acquisition strategy to pursue battery electric, plug-in hybrid electric vehicles, hydrogen fuel cell, and other clean burning technology vehicle offerings in Fiscal Year 2022 as part of GSA’s annual non-tactical vehicle contracts.
GSA Fleet is seeking commercially available products sold through Original Equipment Manufacturers (OEMs) or authorized resellers for vehicle brands including, but not limited to:

*These excluded vehicle types can be offered through the GSA Multiple Award Schedule (MAS) and are listed on GSA Advantage.
Please note, GSA Fleet is NOT requesting pricing at this time. GSA Fleet is currently only in the requirements development phase of the acquisition process. All products sold to the government are required to comply with the (WTO/TAA) Trade Agreement Acts, the Buy American Act, and Section 889 of the 2019 National Defense Authorization Act.
The GSA Office of Fleet Management will hold an Industry Day to obtain information on commercially available battery electric and hydrogen fuel cell vehicles. Through this Industry Day, GSA is seeking to learn from industry the state of the market and will provide more information on our potential future acquisition plans.
